are handheld fabric steamers the same in quality as the base ones?

Are they as benevolent as an iron, what brand is good?

It actually depends on what you want to use it for. If you don't have particularly heavy fabrics upon which you thirst for to remove wrinkles (i.e. they work best for cotton, linens, imitation blends) then a hand held steamer will work no more than fine.
